Cecilie assists clients in health care-related litigation and administrative matters including Medicare and Medicaid reimbursement matters, False Claims Act litigation, and coverage disputes, and has experience in transactional matters, including physician employment agreements and other arrangements for health care services. Cecilie also routinely counsels clients on the range of regulatory and compliance issues that health systems, providers, and insurers encounter, including the Stark Law; the Anti-Kickback Statute; HIPAA, HITECH, and state privacy and security laws; and issues surrounding Original Medicare and the Medicare Advantage program.
Prior to joining Verrill, Cecilie served as Assistant Chief Counsel for the California Department of Managed Health Care, where she addressed issues arising from the Patient Protection and Affordable Care Act and helped implement and administer laws regarding managed care organizations. She also addressed other burgeoning legal and policy issues, including health insurer mergers and the regulation of Accountable Care Organizations (ACOs) and provider groups.
Before working for the California Department of Managed Health Care, Cecilie was an associate in the Litigation Department of the New York office of Dorsey and Whitney. She worked on a range of matters in that capacity, including intellectual property disputes, insurance defense cases, and white collar criminal matters.
