In the report, Scott speaks on behalf of his clients, the Town of York, Maine and a citizen group called Think Again, who oppose the construction of a new cash toll plaza in York. The Town and citizen group are appealing the order to construct the proposed toll plaza, contending that a cash free toll plaza would be a better alternative to mitigate environmental impact.
