Sam advocates for diverse private and public sector clients across various settings, including matters before state agencies, the Maine Legislature, and the Executive Branch.
His robust legal practice focuses on environmental and land use matters. As a member of the Energy, Telecommunications, and Natural Resources Group, Sam provides clients in the regulated community with guidance on regulatory compliance, permitting, development, and land use needs. Additionally, he assists clients in crafting or modifying laws and regulations by working as a lobbyist with the Maine Street Solutions team. Sam is well-versed in presenting Continuing Legal Education (CLE) seminars on land use matters at both national and local levels.
Before joining Verrill, Sam was an associate attorney at a Maine law firm focusing on Economic Development and Government Relations. During law school, he gained valuable experience as a Student Attorney at the Cumberland Legal Aid clinic and completed legal internships with the Maine District Court and District Attorney’s office. Sam also served as the research editor for the Ocean and Coastal Law Journal. Following law school, he clerked for the Honorable Justice Jabar of the Maine Supreme Judicial Court and has since argued before the Law Court on behalf of clients.
Outside of his professional life, Sam enjoys traveling with friends, alpine skiing, and exploring Maine’s natural beauty.
