Verrill Adds D.C. Presence, Welcomes Experienced Telecommunications Attorney Mark Rubin

WASHINGTON, D.C. (August 23, 2022) – Verrill is pleased to welcome Mark Rubin to the firm’s Washington, D.C. office as Counsel in its growing Telecommunications practice.

Rubin brings to Verrill more than two decades of experience immersed in the telecommunications industry, helping companies navigate the highly complex and evolving federal regulations and legislative processes. A successful coalition builder, he also has extensive experience in policy making and political strategy.

“We are very excited to have Mark join our growing telecommunications practice,” said Geoffrey Why, Partner and Co-Chair of the Telecommunications Group at Verrill. “With increased demand from our clients in this space, Mark’s experience adds to the depth of our group and provides our telecommunications clients with additional insights and access to the FCC and Congress.”

Rubin is a long-time veteran of the wireless industry. For the past eight years, Rubin opened and led all government affairs for TracFone Wireless (acquired by Verizon in November of 2021), the nation’s largest provider of pre-paid wireless service. He also had similar roles for Alltel and Western Wireless, serving as the primary liaison between the companies and the United States Congress, the Federal Communications Commission, the Administration, state regulatory commissioners, industry associations, public interest groups, think tanks, and key third-party groups – with the goal of enhancing wireless penetration and affordability. He has also been responsible for strategic messaging with the media to explain corporate priorities that are impacted by public policy debates.

“Ever-evolving federal regulations and legislation in the telecommunication and other regulated industries can be complex,” explained Rubin. “I am excited to join this great firm and to help our clients navigate through challenges that emerge in the regulatory and legislative space.”

Rubin’s public sector career was highlighted by a five-year stint as Legislative Director and Counsel for former (retired) Congressman and Senator Tim Johnson of South Dakota; and six years at the Federal Communications Commission, where he was a Senior Attorney in the Wireless Telecommunications Bureau and with the Office of Legislative and Intergovernmental Affairs.

Rubin received his bachelor’s degree from Tufts University and earned his law degree from New England School of Law.
